Reports to Director of Well-Being Services Position Summary:   As a member of the Well-Being Services Team, the Resource Development Manager will be responsible for the Wrigley Home, Community Kinship and First Contact Panel teams. This position will be responsible for management, administration and delivery of resource development and supports in order to ensure that the needs of children & families are met in a reasonable, effective and efficient manner and are in line with First Nations cultural and spiritual practices. Responsibilities: Manage Operations forSTC Well-BeingService Areas Ensure that all agency operations are conducted within relevant legislation,policiesand procedures. Coordinate development and implementation of policies,proceduresand programs. Tracks andallocatesstaff and other resources within the servicearea to ensure quality serviceis provided to children and families and to ensure programs work towards the achievement of the strategic goals of STC. Perform risk management and liability monitoring; Manage Financial Operations Be familiarwithfunding requirements, financial legislation,policiesand procedures.  Be familiar with all STCWell-Being Servicesfinancial policies and procedures. Coordinate the preparation of the annual budget and work plan. Be familiar withgenerally acceptedaccounting procedures. Review all monthly financial statements & reports.  Establish and ensure internal financial controls are in place. Manage and Supervise Staff Recruit and selectsnew staffand directly supervises,evaluatesand delegates responsibilities and authority to STCWell-BeingServicessupervisorsbased on the established organization structure.  Provide senior case and/or policy consultations to staff on complex cases and/or issues. Direct resource team members to community assignments in consultation with member First Nations. Ensure that standards and procedures are applied in program and service delivery that are comparable to professional norms; Ensures that each staff member is evaluated as per the personnel policy.  Manage Service Planning, Delivery & Review Assistwithproposalsand reportingfor program funding.  Ensure program funds areexpendedappropriately.  Evaluate the effectiveness of programs and program delivery.  Troubleshoots and seeks further clarification for unique situations and interpretations of policies on behalf of supervisors. Liaise with federal, provincial and First Nations government agencies for the transfer of cases to the STC Well-Being Services program (repatriation). Perform other related duties as defined and assigned by the reporting Director or designate on an as required basis.This will include cover-off responsibilities for the Di9rector of Well-Being Services. Working Environment:  Standard office environment; regular travel (asrequired) On call after hours support asrequired Must be willing to work flexible hours asrequired, which may include some evening and weekends. Physical Demands:  Freedom of movement; Keyboarding (>2 hrs at a time); ability to takebreaksas necessary. Related responsibilities include; ensuring workers and supervisors have the information, training, supervision,and experience to do their job safely; ensuring that workplace injury/incident reporting is completed in a timely manner; supporting the OH&S Committee by involving the committee in health and safety activities, encouraging committee participation, and allocation time and resources; actively measuring and working to improve the health and safety performance of their unit/areaby taking every reasonable precaution in the circumstances for the protection of employeesand adhering to legislated safety policies and standards Education and Experience:  A Social Work degree from a recognized post-secondary institution.  A minimum of eightyearsprogressive experience in the field of child and family services.  A minimum of five years proven experience in progressively responsible supervisory/management positions in the field of child and family services.   Must be a member in good standing or eligible for registration with the Saskatchewan Association of Social Work within 6 months of employment. Other Work Conditions:  Mustpossessa valid Saskatchewan driver’s license, a reliable vehicle and meet STC’s insurance requirements;  Must provide a current, original, Canadian Criminal Record Check (CPIC)with vulnerable sector search as a condition of employment;
